The region
Atlantis is situated approximately 50km north of Cape Town. Unemployment rates are astronomical: ranging from 29% to 60% in different areas of Atlantis. Social issues of concern are high levels of alcoholism, child abuse, gangsterism, teenage prostitution, school drop-outs and spousal abuse.
It is within this challenging context that PASCaP launched its first development programme in Atlantis in 1999.

2 After School Development Practitioner Learning Programmes have been offered in the region enrolling over 140 unemployed persons | |

after 2 years of skills development, the Blaauwberg After School Forum (BAF) was established by the emerging 14 after school projects in Atlantis. | |

Political and State support for the programme to promote the protection of children has been significant: The late Minister A. Omar was the keynote speaker at the 2001 graduation and Ms Vuysiwa Tanga, special advisor to the Minister of Education was the keynote speaker at the launch of the Blaauwberg After School Forum on May 18, 2002 along with key officials of the Department of Social Development. | |

Over 500 children are being cared for in the after school centres established. |
