Many of PASCaP's programmes are piloted in Cape Town. The first pilot programme in 1992 was the Parkwood After School Care Project which today is an autonomous community-based organisation. This first pilot entailed the development of a poverty-focused approach to child development which was aimed at reducing academic failure and school drop-out. The first pilot was a resounding success with school pass rates increasing from below 50% to over 90% within 3 years.

Since then PASCaP has piloted its various learning  and development programmes in Cape Town, thereafter extending operations to the rural areas of the Western Cape and also the Eastern Cape.
